India is the first ever country in Asia to recognize exports and promote global trade between countries. The Export Processing Zones (EPZ) Model promoted by Indian Government was a very successful model and Asia’s first ever EPZ was set up in Kandla in 1965. Further, the Government of India initiated the Special Economic Zone policy in the year 2000, in order to create world class Infrastructure and attract Foreign Investment. Until 2006, Special Economic Zones were operating under the Foreign Trade Policy and fiscal incentives granted under the policy were made effective through provisions of relevant statutes. SEZ Act got introduced in the Parliament and got the Presidential assent in June 2005.
SEZ is a specifically delineated duty free enclave and shall be deemed to be foreign territory for the purposes of trade operations and duties and tariffs in India. SEZs can be set up under Public Private Partnership and it envisages the State Governments about their key role in creating Infrastructure and thereby resulting in development of the State.

Ms. Bargavi Natesan, is a Chartered Accountant and a Company secretary, having post qualification experience of over 13 years in Corporate Finance, Accounting, Auditing, Taxation, Management Reporting, Government Liasoning, Project Co-ordination and Consultancy.
Currently, she is a Partner in SPR & Co., Chartered Accountants. Prior to this, she was associated with leading software companies Infosys and Cognizant, heading compliance – India & Asia Pacific.
She specializes in the areas of STP/ SEZs, Customs, Service Tax etc. She is very active in Government Liasoning with Ministry of Commerce, Ministry of Finance, State Governments, NASSCOM, Service Tax cell etc.
She was an elected member of the Export Promotion Council for EOUs and SEZs, Ministry of Commerce and has held position as Secretary, Tamil Nadu Association for SEZ Infrastructure Developers
She has Co Authored a Book on FAQ for IT SEZs which got published and released jointly by Electronics Corporation of Tamil Nadu, Government of Tamil Nadu and Nasscom
A member of the Core Committee formed by NASSCOM, Delhi to address all Tax issues and to ensure that policy and regulations are modified to suit the best needs of the Business
A Core Member of the Regional Governing council formed by Nasscom to interact with State Government and to guide policies and discuss issues on taxation
Went on a representation to the Parliamentary committee on SEZ to sort out and bring in clarity on policy issues governing SEZs
Has been instrumental in conceptualizing and driving the SEZ online application as approved by the Ministry of Commerce, in consultation with Industry
A Panel member of the Core Committee formed by RBI to revise the Softex Procedure for IT/ITES Industry, a Go Green initiative which reduced nearly 85 % of the paper work for the entire Software Industry in relation to Export Documentation
