Nasscom’s Feedback on the Telecommunications Amendment Rules, 2025

DoT’s draft Telecom Cyber Security Rules, 2025 look to strengthen network safety. While supporting the goal, Nasscom flagged unclear scope, steep MNV costs, and overlap with other regulations. Such gaps could burden startups and high-volume platforms. It urged wider consultations and better alignment before rollout.

RBI: Submission on draft Foreign Exchange Management Regulations, 2025

The RBI released draft regulations to streamline export-import transactions under FEMA 2025, aiming to improve ease of doing business. In response, Nasscom recommended integrating GST and RBI systems to avoid data duplication, simplifying documentation, and easing timelines for exporters and importers. It also urged flexibility for e-commerce exports, immediate credit of proceeds, and exemptions for large certified exporters.

Nasscom urges Policy Recalibration on Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme 2023

On 12 June 2025, Nasscom urged Delhi’s Transport Minister to ease impractical EV targets, financing hurdles, portal glitches, and scope ambiguities in the Motor Vehicle Aggregator & DSP Scheme. It called for pausing enforcement, including CNG as clean fuel, limiting EV mandates to new fleets, and adopting phased, flexible implementation.

Nasscom urges Karnataka Government for Interim Relief and Policy Framework on Bike Taxis

Nasscom urged Karnataka’s Transport Minister to intervene after a court order banned bike taxi aggregators in Bengaluru from 15 June 2025 due to lack of regulation. It stressed bike taxis’ role in livelihoods, last-mile connectivity, and easing traffic, supporting lakhs of gig workers. Nasscom sought an extension of the deadline and a consultative process to create a balanced regulatory framework, drawing from other states’ models.

India has emerged as a global innovation and R&D hub, with over 1,700 GCCs driving transformation across sectors. These centres are governed by transfer pricing rules that impact multinational investment strategies. To enhance ease of doing business, recommendations include widening Safe Harbour eligibility, rationalising service categories, and removing impractical risk conditions. Extending Safe Harbour to companies under audit can also reduce litigation and support a more competitive tax environment.

Evaluating Global CBPR, PRP, and CAPE for India’s Personal Data Protection Ecosystem

A recent White Paper prepared by Nasscom seeks to provide an analysis of these frameworks, their structure, obligations, and how they may align with the DPDPA. The paper is a follow up to technical workshop Nasscom convened in collaboration with Ministry of Electronics and Information Technology (MEITY) and Ministry of External Affairs (MEA) during 19-21 September, 2024 to examine the Global CBPR framework and its relevance for India.
